This bill establishes a pilot program through the General Services Administration (GSA) to help small businesses in the ground transportation industry purchase motor vehicles at government-negotiated rates. Specifically, the program will allow covered small businesses, such as taxi, limousine, shuttle, and paratransit services, to buy up to 50 vehicles per fiscal year through federal supply schedules at the same cost and from the same selection pool as other eligible government entities. Participants must agree to use the vehicles for ground transportation service for at least two years, and if they sell a vehicle before that time, they must reimburse the GSA for the difference between the purchase price and the vehicle's market value. Additionally, businesses must donate one out of every five vehicles to a local nonprofit organization after they are no longer used for transportation services. The pilot program will run for three years, during which the GSA Administrator will submit annual and final reports to Congress detailing the program's participation, cost savings, operational improvements, and environmental impacts. The bill aims to increase efficiency, reduce costs, and help small transportation businesses modernize their vehicle fleets with more environmentally-friendly options.
