This bill establishes a Green Envelope Program in Arkansas designed to improve communication between individuals diagnosed with mental illness and law enforcement officers during interactions, such as traffic stops. Starting January 1, 2026, people diagnosed with mental illness will be able to request these green envelopes at their local department office.
