This bill provides $3,000,000 in state bond funding specifically for early childhood learning and child protection facilities. The funds will be used by the commissioner of human services to provide grants for predesigning, designing, constructing, renovating, furnishing, and equipping early childhood learning facilities under Minnesota Statutes, section 142A.46. To raise these funds, the commissioner of management and budget is authorized to sell and issue state bonds up to $3,000,000, following standard state bonding procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675, and in accordance with the Minnesota Constitution. The bill will take effect immediately after it is finally enacted, enabling quick implementation of the facility improvement and development grants for early childhood learning spaces.
