This bill requires local governments and other grantees receiving state capital project funding to develop comprehensive capital project plans starting July 1, 2025. The bill defines a "capital project" as improvements or major upgrades subject to specific state financial guidelines, and a "grantee" as any entity receiving a direct state appropriation for a capital project (excluding state agencies). Under the new law, grantees must create detailed plans that address major rehabilitation, expansion, or preservation of capital projects, taking into account factors such as safety, security, maintenance and utility costs, availability of repair parts, sustainability, and any other relevant criteria. Grantees will be required to certify to the state commissioner that they have established and are complying with their capital project plan, and the commissioner may request additional documentation to verify the plan's completeness and accuracy.
