This bill provides $14 million in bond proceeds funding for a new bike trail project connecting Harmony to Caledonia in Minnesota. The trail will follow Trunk Highway 44 and U.S. Highway 52, passing through the cities of Canton, Mabel, and Spring Grove, with this funding covering Phase 1 of the project. The commissioner of natural resources will use the appropriation for acquiring property and easements, as well as predesign and design work. Any unspent funds can be used for further engineering and construction after notifying the commissioner of management and budget. To finance the project, the commissioner of management and budget will sell and issue state bonds up to $14 million, following standard state bonding procedures outlined in Minnesota Statutes and the state constitution. The bill becomes effective immediately after being enacted, enabling the immediate start of bike trail development in southeastern Minnesota.
