Bill Summary

AN ACT PROVIDING THAT VETERANS, THEIR DEPENDENTS, AND OTHER COVERED INDIVIDUALS UNDER THE VETERANS ACCESS, CHOICE, AND ACCOUNTABILITY ACT WHO QUALIFY FOR ADMISSION TO AN INSTITUTION OF HIGHER EDUCATION ARE ELIGIBLE TO BE CHARGED IN-STATE TUITION WITHOUT REGARD TO THE NUMBER OF YEARS THAT HAVE ELAPSED SINCE THEIR DISCHARGE FROM A PERIOD OF ACTIVE DUTY SERVICE OF NINETY DAYS OR MORE.

AI Summary

This bill modifies North Carolina's existing law regarding in-state tuition for veterans by expanding eligibility for veterans, their dependents, and other covered individuals under the Veterans Access, Choice, and Accountability Act (commonly referred to as "The Choice Act"). Specifically, the bill ensures that these individuals can be charged in-state tuition rates at institutions of higher education without having to meet the traditional 12-month residency requirement, regardless of how much time has passed since their discharge from active duty service of 90 days or more. The bill references 38 U.S.C. § 3679, which is a federal statute related to veterans' educational benefits, and adds the term "covered" to describe these individuals. The legislation will become effective when signed into law and will apply starting with the 2025-2026 academic year, potentially helping veterans and their families more easily access affordable higher education by removing residency barriers.
