This bill amends the Public School Code of 1949 to modify the composition of the Board of Governors for the State System of Higher Education. Currently, the board consists of 20 members, with 11 appointed by the Governor. The bill changes the breakdown of those 11 gubernatorial appointments: six members will be selected from Pennsylvania residents, three from trustees of constituent institutions (with a limit of one trustee per institution), one member must be a current or retired member of the AFSCME (American Federation of State, County and Municipal Employees) State system bargaining unit selected by that unit's governing board, and one member must be a current or retired member of the Association of Pennsylvania State College and University Faculties, also selected by their unit's governing board. Additionally, the bill requires that all appointed members have expertise or substantial experience in areas such as postsecondary education, finance, business, nonprofit management, law, or public administration. The changes aim to ensure more diverse representation and professional background on the Board of Governors. The bill will take effect immediately upon enactment.
