This bill updates Pennsylvania's Local Option Small Games of Chance Act by allowing qualified organizations, such as charities and social clubs, to accept modern forms of payment—including credit cards, debit cards, and mobile payment services—specifically for purchasing raffle tickets, provided they use methods to verify that buyers are at least 18 years old and physically located within the Commonwealth at the time of purchase, while still prohibiting digital payments for other types of games of chance. Additionally, to help organizations raise more funds and cover operational costs, the bill increases the total amount of prizes an eligible organization is allowed to award in a single seven-day period from $35,000 to $60,000, and it adjusts how "club licensees" (such as veterans' or fraternal organizations) must distribute their proceeds by lowering the required minimum payout for public interest or charitable purposes from 60% to 50% while correspondingly increasing the maximum share they are allowed to retain for themselves from 40% to 50%, starting in 2026.
