This bill modifies the process for nominating presidential electors in years when a political party lacks traditional candidates for state-level offices. Currently, candidates for state senate, assembly, state officers, and holdover state senators convene at the state capitol on the first Tuesday in October of a presidential election year to nominate the party's presidential electors. Under the proposed legislation, if a party does not have such candidates, the chairperson of the state party committee would instead be responsible for nominating the party's presidential electors by 10 a.m. on the specified date. This change ensures that political parties can still nominate their presidential electors even when they do not have a full slate of state-level candidates. The bill maintains the existing mechanism where a vote for a party's presidential candidates is considered a vote for their nominated electors, and these electors subsequently meet to transmit their votes for president and vice president to Congress after the election.
