This bill establishes procurement goals for New York state agencies to purchase locally produced food products, with the aim of supporting local farm and food economies. Specifically, state agencies that spend over $50,000 annually on food will be required to set percentage goals for purchasing New York state food products, which are defined as items either grown in the state or processed using at least 51% New York agricultural raw materials. For agencies spending $2 million or more annually on food, the procurement goals increase incrementally: 15% by the end of 2026, 20% by the end of 2027, 25% by the end of 2028, and 30% by the end of 2029 and thereafter. When awarding contracts, agencies can give preference to bidders offering New York state food products, provided their bid is no more than 10% higher than other bids.
