This bill establishes a blue ribbon commission on fair competition in the outdoor recreation industry, which will investigate potential competitive advantages between public and privately owned recreational facilities such as golf courses, ski resorts, and campgrounds. The commission will consist of eleven members appointed by various state leaders, including the governor, senate president, assembly speaker, and minority leaders, who will ensure representation from facility owners, public recreational entities, and consumers. The commission will conduct a comprehensive analysis comparing public and private facilities across multiple factors including tax treatment, equipment costs, advertising expenses, personnel costs, interest rates, insurance, and pricing strategies. Members will serve one-year terms without compensation but will be reimbursed for necessary expenses, and they are required to meet at least monthly. By December 31, 2026, the commission must submit a detailed report to the governor and legislature outlining their findings and recommendations regarding fair competition in the outdoor recreation industry. The New York State Empire State Development Corporation and other state agencies will be required to provide necessary facilities, assistance, and data to support the commission's work. The bill will take effect immediately and automatically expire on January 1, 2027.
