AI Summary

This bill establishes the Legislative Youth Advisory Council (LYAC), a new statewide youth-focused advisory body composed of 50 members (one from each senatorial district) aged 14-18, designed to engage young people in government and policy-making. The council will be appointed annually by the Lieutenant Governor, with members serving two-year terms, and tasked with examining critical youth issues such as education, employment, government participation, health, foster care, poverty, and service access. The council's key responsibilities include conducting leadership seminars, seeking grants, advising the General Assembly on youth-related legislation and budget matters, and submitting an annual report by December 1st. Members will meet at least three times per year, potentially using remote technology, and may be reimbursed for official expenses. The Lieutenant Governor will provide administrative support, and the General Assembly will offer policy and legislative assistance. The bill emphasizes youth engagement by allowing members to poll young people on policy issues and providing a formal mechanism for youth perspectives to be heard in state government. Importantly, the bill includes provisions protecting the Lieutenant Governor, General Assembly, and legislative agencies from civil liability for council-related activities, ensuring a safe framework for youth participation in government.
