This bill directs the North Carolina Department of Public Instruction to conduct a comprehensive study on how parental involvement might help reduce recurring student disciplinary issues. The study will examine five specific approaches: (1) requiring parents to attend meetings with students and school personnel after disciplinary removals, (2) mandating parent counseling, (3) requiring joint parent-student counseling, (4) exploring the impacts of remote instruction as an alternative to classroom return, and (5) investigating additional evidence-based practices to decrease disciplinary infractions. Importantly, the study will explicitly exclude students with Individualized Education Plans (IEPs) or 504 Behavioral plans. The Department is authorized to collaborate with a third-party organization and is provided $25,000 in nonrecurring funds for the fiscal year 2025-2026. The Department must submit a report with study results and recommendations to the Joint Legislative Education Oversight Committee by April 15, 2026. The act will become effective on July 1, 2025, and aims to provide insights into potential strategies for improving student behavior and reducing classroom disruptions through increased parental engagement.
