This bill establishes the "Save Our Small-Business Grant Program" to provide financial assistance to small businesses in New York that were negatively impacted by the COVID-19 pandemic. The program will be developed and implemented by the Division for Small-Business in collaboration with the state's regional economic development councils. These councils will provide the necessary funding for the grants. Small businesses can apply for grants by demonstrating they suffered a qualifying hardship due to the pandemic, and the application process will be published on the regional economic development councils' website. The program will create a list of qualifying hardships that businesses must meet to be eligible. Grants will be limited to a maximum of $50,000 per small business. The program will remain active until the director of the budget determines that New York's economic relief has returned to pre-pandemic levels, at which point it will stop accepting new applications and finalize any pending grants. The bill will take effect 60 days after becoming law and will automatically expire when the economic relief conditions are met.
