This bill requires school board members, including those on charter school boards, to complete comprehensive training at the beginning of their terms. The training will cover three key areas: special education due process hearings, meeting requirements under the Freedom of Information Act, and best practices for conducting meetings. Additionally, board members must learn about the State Employees', Officers' and Officials' Code of Conduct. The Delaware Department of Education will establish the training criteria and may delegate or purchase training from another entity. The training must be offered virtually at least twice a year, and board presidents are responsible for ensuring their members complete the required training by January 1 following their election or appointment. If a board member fails to complete the training, the board president must send a notification letter by January 15. The bill allows these training requirements to be combined with existing financial responsibility training, and it applies to both traditional public school boards and charter school boards, ensuring a uniform standard of board member preparedness and understanding of their legal and ethical responsibilities.
