This bill requires Local Management Entities/Managed Care Organizations (LME/MCOs) to submit quarterly reports to the North Carolina Department of Health and Human Services (DHHS) starting October 1, 2025, for a four-year period. These reports must detail specific metrics about healthcare service access, including the number of individuals with prolonged emergency department stays, individuals unable to access healthcare providers within 30 days of service approval, funds retained due to limited provider access, changes in provider network size, and the number of eligible individuals not receiving mental, behavioral, or substance use services. The bill also establishes minimum service standards, requiring LME/MCOs to have fewer than two patients boarded in hospital emergency departments per county at any time (defined as a stay over 24 hours after medical clearance) and ensure that at least 85% of individuals can access approved services within 45 days. If an LME/MCO fails to meet these benchmarks for two consecutive quarters, the Secretary of DHHS must take corrective action. The bill aims to improve transparency and accountability in mental health and substance use service provision by mandating detailed reporting and setting clear performance expectations for LME/MCOs.
