This bill amends Delaware's school board meeting regulations to establish clear guidelines for remote attendance by board members. Specifically, if a school board allows remote electronic participation, the bill mandates that members must be permitted to attend meetings remotely for five specific reasons: personal illness, caring for a sick family member, during a public health emergency, for pregnancy or postpartum care (for the member or their spouse/partner), and during military deployment. The bill also allows school boards to limit the number of times a member can attend remotely and prohibits expanding the list of permissible remote attendance reasons beyond those enumerated. Additionally, board members attending remotely will be counted as present for quorum and voting purposes, and the remote attendance method must allow all participants and witnesses to simultaneously hear each other's comments. The legislation will take effect 30 days after enactment, with the Department of Education required to notify school board presidents and district superintendents about the new requirements.
