This bill requires manufacturers of synthetic braiding hair, weaves, and extensions to disclose all ingredients used in their products and to label those containing carcinogens (cancer-causing substances) or reproductive toxicants (substances that can harm reproduction or development). "Synthetic braiding hair, weaves, and extensions" are defined broadly to include products with synthetic fibers or those treated with chemicals. A "manufacturer" is defined as the entity that makes the product or whose brand name is on it, including importers or first domestic distributors if the original manufacturer isn't in the U.S. "Chemicals" are defined as substances with distinct molecular compositions. Carcinogens are identified by categories from organizations like the World Health Organization and U.S. government agencies, while reproductive toxicants are identified by the U.S. Department of Health and Human Services. Products containing these harmful chemicals must display a clear, conspicuous warning label in at least twelve-point font stating whether they contain a carcinogen, a reproductive toxicant, or both. Manufacturers are responsible for ensuring these labels are present. The Attorney General can seek injunctions to stop violations and impose civil penalties of up to $250 per unit for a first offense and up to $500 per unit for subsequent offenses. This law will take effect eighteen months after it becomes law.
