This bill provides a supplemental appropriation of $6 million from the state general fund to reimburse contracted ambulance providers who are owed payments by a healthcare services provider previously contracted with by the Michigan Department of Corrections during 2023-2024. The bill requires the Department of Treasury to develop and publish a grant application within 30 days, giving potential recipients 30 days to apply for funding. Ambulance providers must be in full compliance with state public health code regulations and must provide documentation supporting their grant amount. The department must distribute the grant funding within 30 days of the application window closing. Providers who receive funding through this grant and subsequently receive reimbursement through a litigation settlement must return those funds to the state. The total amount distributed cannot exceed the amount originally agreed to by the former healthcare services provider, and any remaining funds will be returned to the state general fund. This supplemental appropriation is specifically for the fiscal year ending September 30, 2025, and is subject to state management and budget act regulations.
