This bill establishes a working group tasked with studying the potential creation of a state short-term rental registry. The working group will comprehensively examine multiple aspects of such a registry, including what information should be collected from short-term rental owners and operators, how often that information should be updated, ways to minimize administrative burdens on property owners, public access to the registry, potential registration fees, enforcement mechanisms, safety and health standards, and whether municipalities should be authorized to impose local taxes on short-term rentals. The working group will consist of legislative committee chairs, state officials from the Office of Policy and Management and Revenue Services, representatives from regional councils of governments and municipalities, short-term rental owners, and other relevant stakeholders. The group is required to hold its first meeting within 60 days of the bill's passage and must submit a comprehensive report with findings and recommendations to specific legislative committees by January 1, 2026. After submitting the report, the working group will be dissolved. The primary goal is to develop a well-considered approach to creating a statewide short-term rental registry that balances the needs of property owners, municipalities, and the state.
