AI Summary

This bill establishes an Infant Wellness Resource hotline service within the Georgia Department of Public Health to provide support and guidance for families with infants under three years old experiencing health issues. The hotline will operate 24/7 and will have staff trained to assess incoming calls and determine whether they represent an emergency or non-emergency situation. For non-emergency calls, staff will refer or connect callers to appropriate state and local healthcare resources, with an option for telehealth consultation within two business days. In emergency situations, staff will perform a "warm hand-off" to 9-1-1 emergency services using teleconferencing technology. The Department of Administrative Services will select and contract with at least ten healthcare providers who can deliver telehealth services, considering factors like language capabilities, experience with infant care, and ability to serve patients regardless of insurance status. The department will also develop training programs for hotline staff, create promotional materials, and provide informational resources about the service. Healthcare professionals and staff participating in the hotline will be granted immunity from civil and criminal liability when acting in good faith. The bill includes provisions for funding the service, which can cover reimbursements for healthcare services, staff training, and promotional materials, but cannot be used to cover insurance copayments.
