This bill amends California's horse racing regulations by modifying the rules for minisatellite wagering facilities (small off-track betting locations). The bill explicitly requires that agreements between racing associations and minisatellite wagering sites now specifically detail which live in-state horse races will be provided to the site. The bill maintains existing provisions that limit the number of minisatellite wagering sites to 15 per zone, require sites to be at least 20 miles from racetracks or casinos, and restrict access to persons 21 and older. Additionally, the bill requires parimutuel clerks to be available to service self-service betting machines and cash wagering vouchers. When multiple applications for minisatellite wagering facilities exist in a zone, the California Horse Racing Board will prioritize approving facilities expected to generate the largest betting handle, and will license such facilities for up to five years before reviewing their performance. The bill also clarifies that racing associations are not obligated to make their entire racing program available to minisatellite wagering facilities, and any excess costs associated with providing racing content will be borne by the minisatellite wagering facility. The bill includes several technical changes, such as updating language and removing obsolete provisions.
