This bill reallocates unspent funds previously appropriated to the North Carolina Civil War & Reconstruction History Center Foundation and the Cape Fear Historical Complex Foundation. Specifically, the bill directs the Office of State Budget and Management (OSBM) to redistribute these funds across three local entities in Cumberland County: 40% to the City of Fayetteville for community mental health programs, pedestrian safety projects, workforce development, and a transportation study; 30% to the Town of Hope Mills for its Community Center; and 30% to Cumberland County for various infrastructure and service projects including water and sewer district improvements, youth mental health and substance abuse treatment services, preconstruction activities for a regional aquatic center, emergency services equipment, and digital dispatch equipment for the county's fire chiefs association. The Department of Natural and Cultural Resources must provide an accounting of the prior appropriations within 30 days of the act taking effect, and the reallocation will become effective on July 1, 2025.
