AI Summary

This bill amends the Administrative Code of 1929 to modify rules surrounding department leadership and gubernatorial appointments in Pennsylvania's state government. The bill establishes new provisions for deputies who temporarily lead administrative departments when the department head position is vacant, including limiting a deputy's interim leadership to 90 days, requiring the deputy to be designated with the title "Deputy - Head of Department", and prohibiting a deputy from being designated more than once by the same Governor. The bill also clarifies that a nominated deputy cannot receive increased salary during their designation and must be willing to appear before legislative appropriations committees if requested. Additionally, the bill modifies language about departmental leadership, specifying that except in certain circumstances, each administrative department must have a head who can exercise the department's powers and duties. The changes aim to provide more structured guidelines for interim leadership transitions in state administrative departments, ensuring transparency and limiting the duration of temporary appointments while maintaining governmental continuity.
