This bill directs the Maine Department of Transportation (DOT) to conduct a comprehensive study on the feasibility of establishing ferry service to Monhegan Island, a small, remote island off the coast of Maine. The study will require the DOT to collaborate with various stakeholders, including a Monhegan Plantation representative, a year-round state resident with an interest in the island, a private transit provider representative, and up to two DOT representatives. The study must assess the economic and social benefits and challenges of implementing ferry service, evaluate the necessary infrastructure resources on both the island and mainland, and determine the overall feasibility of such a service. By December 3, 2025, the DOT is required to submit a detailed report with findings and recommendations to the Joint Standing Committee on Transportation, which may then propose legislation during the Second Regular Session of the 132nd Legislature. The bill allocates $7,000 from the Highway Fund in the 2025-26 fiscal year to support this one-time study initiative.
