This bill prohibits diversity, equity, and inclusion (DEI) initiatives in local governments, which include counties, first and second-class cities, and incorporated towns. The bill defines a DEI initiative as any office, program, or practice that influences hiring or employment practices, promotes preferences or differential treatment based on race, color, sex, ethnicity, or national origin, or engages in social activism related to these characteristics. Local government officers, agents, administrators, employees, and contractors are prohibited from compelling others to affirm ideas that suggest individuals should be treated differently based on their demographic characteristics or that individuals bear collective guilt for actions of their racial or ethnic group. The bill prevents local governments from establishing DEI offices or requiring diversity statements for hiring, evaluation, or promotion. Citizens can notify a local government of potential violations and, if not resolved within 30 days, may file a civil action to enjoin the violation and recover court costs and attorney's fees. The bill includes exceptions for compliance with civil rights laws and federal funding agreements, and allows discussions of related concepts for legitimate educational purposes. The legislation aims to prevent what it considers discriminatory practices in local government employment and operations.
