This bill provides a sales tax exemption for new battery and electric vehicles, offering a half exemption on the first $35,000 of the vehicle's sale price and a full exemption for vehicles assembled in the United States using union labor. The bill defines eligible vehicles as having four wheels, being primarily used on public roads, with an unmodified powertrain, weighing no more than 8,500 pounds, capable of speeds at least 55 miles per hour, and powered by an electric motor with a battery having at least four kilowatt hours that can be recharged from an external electricity source. Local governments (cities, counties, and school districts) are authorized to choose whether to implement this exemption, and they can opt in or out of the tax break. Notably, the bill initially includes plug-in hybrid electric vehicles in the exemption but later amendments remove this category. The tax exemption will be in effect for ten years, after which it will be repealed, with the bill taking effect at least 120 days after becoming law and applying to sales made on or after that date.
