This bill authorizes the North Carolina Division of Motor Vehicles (DMV) to create a new special license plate called the "Birthplace of American Independence" plate, commemorating the 250th anniversary of the Halifax Resolves, a pivotal document signed on April 12, 1776, which was an early declaration of independence from Great Britain. The plate will feature a blue background, a feather pen logo, and red and white lettering. Drivers who purchase this special plate will pay the standard vehicle registration fee plus an additional $30, with $10 going to the Special Registration Plate Account and $20 going to the Collegiate and Cultural Attraction Plate Account. Uniquely, the money from the Collegiate and Cultural Attraction Plate Account will be transferred quarterly to Halifax County Business Horizons, Inc., to support commemorative and educational activities related to the Halifax Resolves anniversary. The bill also instructs the Revisor of Statutes to alphabetize and number the special registration plates to maintain organizational consistency. The legislation will take effect immediately upon becoming law.
