This bill modifies how cannabis gross receipts tax revenues are allocated and establishes a new Cannabis Youth Grant Program. Currently, cannabis tax revenues are split 80% to the general fund and 20% to a local government cannabis aid account. The bill changes this by directing 10% of the general fund portion (which is about 8% of total revenues) to be specifically appropriated for a new grant program focused on youth development. The Cannabis Youth Grant Program will award grants to initiatives that support positive youth outcomes, including after-school programs, youth employment opportunities, peer-led education, mentorship, and restorative justice projects. Eligible programs must aim to build youth skills, improve mental health, prevent substance use, and enhance community engagement. The program will prioritize communities that have been disproportionately affected by cannabis-related criminalization while ensuring statewide coverage. Grant recipients must apply through a specified process, and the office administering the grants is required to submit an annual report to legislative committees detailing the grants awarded, including funding amounts and program specifics. The provisions become effective for gross receipts received after June 30, 2025.
