This bill modifies the composition and governance of the University of South Alabama's Board of Trustees by expanding the board's membership and updating its meeting procedures. Specifically, the board will now consist of three members from Mobile County, nine members from the state at-large, three members from the United States at-large, and the Governor as an ex officio president. The bill changes the previous district-based appointment system and establishes that all trustees appointed on or after June 1, 2014, will serve six-year terms. The bill also revises the quorum requirements, stipulating that seven members constitute a quorum, and updates the rules for calling and conducting special meetings. Trustees will now be able to be called to a special meeting by the board chair, the Governor, or upon written application by three or more board members, with at least 24 hours' notice required. The changes are designed to modernize the board's structure and operational procedures, with the new provisions set to take effect on June 1, 2025. No trustee will receive compensation beyond actual expenses incurred in performing their duties.
