This Senate resolution honors the life and legacy of Richard "Paaj Yeeb" Her, a Hmong veteran and immigrant who made significant contributions to his community and the broader struggle for freedom. Born in Laos in 1947, Her served as a captain in the Royal Lao Army's Special Guerrilla Unit during the Secret War in Laos, risking his life to support his people. After the war, he led his family across the Mekong River to a refugee camp in Thailand, where he continued to help rescue other Laotian refugees. In 1979, he immigrated to the United States, settling initially in California and eventually establishing roots in Hillsboro, Oregon. Throughout his life, Her was known for his leadership, humility, compassion, and commitment to education and community service, including supporting freedom fighter leader Pa Kao Her. The resolution specifically recognizes his sacrifices, service to his country, and efforts to advance freedom, justice, and democracy. It further directs the Secretary of the Senate to prepare an authenticated copy of the resolution to be transmitted to His family, acknowledging his passing on February 16, 2025, at the age of 77.
