This bill modernizes the legal definition and practice of podiatry by expanding podiatrists' scope of practice to include more comprehensive treatment of the ankle. Specifically, the bill broadens the existing definition of podiatric practice to explicitly allow diagnosing, treating, and prescribing for conditions of the ankle, including local manifestations of systemic diseases. The bill introduces a tiered system of ankle surgery privileges, allowing podiatrists to obtain either a standard or advanced ankle surgery privilege. Standard ankle surgery privileges enable podiatrists to perform soft tissue and osseous procedures on the ankle, while advanced ankle surgery privileges permit more complex procedures like ankle fracture fixation, ankle fusion, arthroscopy, and specific types of pin and rod insertions. The bill also modifies the requirements for obtaining limited permits to perform advanced ankle surgery, creating pathways for podiatrists who are licensed, have completed residency, and are either board-certified or board-qualified in reconstructive rearfoot and ankle surgery. Importantly, the bill maintains certain restrictions, such as prohibiting the surgical treatment of pilon fractures and limiting procedures to specific anatomical areas. The changes will take effect eighteen months after the bill becomes law, allowing time for implementation and training.
