This bill establishes a new special license plate program for colorectal cancer awareness in Minnesota, allowing vehicle owners to obtain unique license plates that help raise awareness about the disease. Vehicle owners can acquire these special plates for passenger automobiles, motorcycles, and recreational vehicles by paying standard special plate fees and contributing a minimum of $30 annually to a newly created Minnesota colorectal cancer awareness account. The license plate design, developed in collaboration with the Colon Cancer Coalition, will include the phrase "Colorectal Cancer Awareness" and emphasize the importance of early detection and screening. Owners can transfer these special plates to another qualifying vehicle registered in their name for a $5 transfer fee. The contributions collected will be deposited into a special revenue fund and appropriated to the commissioner of public safety, with funds first covering administrative costs and the remainder distributed to the Colon Cancer Coalition to promote colorectal cancer awareness and education. The special plates will become available starting January 1, 2026.
