This bill addresses telehealth provider enrollment in Medicaid by establishing two key provisions for healthcare providers operating exclusively through telehealth services in North Carolina. First, individual healthcare providers who are licensed by the state but do not maintain a physical presence within North Carolina will now be eligible to enroll as Medicaid providers. Second, healthcare provider groups that exclusively offer telehealth services and whose providers are state-licensed will not be required to have a physical service address in-state to qualify for Medicaid provider group enrollment. Telehealth, which refers to the delivery of healthcare services and information via digital technologies, has become increasingly important, especially in rural or underserved areas where in-person medical care might be difficult to access. By removing geographic barriers for telehealth providers, this bill aims to expand access to medical services for Medicaid recipients. The legislation will take effect immediately upon becoming law, as specified in Section 3.
