AI Summary

This bill updates regulations for cosmetology professionals in South Carolina by creating a framework for portable operations, which allows licensed cosmetologists, estheticians, and nail technicians to provide services at temporary locations like clients' homes, business venues, or special events. The bill establishes a permit system for these portable operations, requiring practitioners to apply for a biennial permit, maintain detailed records of service locations, and comply with federal, state, and local health and safety guidelines. Additionally, the bill increases the required training hours for estheticians from 450 to 600 hours, with a grandfather clause for students already enrolled in programs before July 1, 2024. The bill also clarifies definitions related to cosmetology practices, including new terms like "express styling services" and "makeup artistry," and provides exemptions for certain professionals who provide limited services like express styling or makeup application. These changes aim to modernize and clarify regulations in the cosmetology industry, providing more flexibility for practitioners while maintaining professional standards and public safety.
