This bill establishes the Maternal Outcomes Management System (MOMS) within the Arkansas Department of Health to comprehensively address maternal health through several key initiatives. It will create a grant program for birthing and delivery hospitals, establishing a designation system based on the American College of Obstetricians and Gynecologists' levels of maternal care, which will provide financial support to hospitals with fewer resources. The bill also mandates the creation of two specialized call centers: MOMS Care Connect, which will coordinate hospital transfers to ensure appropriate care for pregnant women, and the Postpartum Support Hotline, which will proactively reach out to new mothers to screen their mental and physical well-being, provide follow-up healthcare information, and connect them to necessary resources. Additionally, the system will collect maternal health data, develop a peer review platform, and coordinate care across services, with all activities contingent upon available funding. The overall goal is to improve maternal health outcomes by organizing resources, educating providers and patients, and implementing best practices.
