This bill amends the New York Vehicle and Traffic Law to establish special provisions for bicycle operators at stop signs and traffic signals. When approaching a stop sign, bicyclists must slow down to a reasonable speed or come to a complete stop at a marked stop line, crosswalk, or the point with the best view of approaching traffic. Bicyclists must yield the right of way to pedestrians and vehicles that pose an immediate hazard. At intersections with a steady red traffic signal, bicyclists must come to a full stop, and after stopping, may cautiously proceed straight or turn left or right (unless specifically prohibited) while continuing to yield to pedestrians in crosswalks and approaching vehicles. If a bicyclist is involved in a collision after passing a stop sign without stopping, the collision will be considered prima facie evidence of failure to yield the right of way. The law provides a more nuanced approach to bicycle traffic rules, acknowledging the different dynamics of bicycle movement while still prioritizing safety for all road users.
