This bill modifies the North Star Promise scholarship program by expanding income eligibility and adjusting the scholarship award formula. Previously limited to families with incomes below $80,000, the program now includes families with adjusted gross incomes up to $150,000, with a tiered scholarship percentage based on income levels. Specifically, students from families earning less than $100,000 will receive 100% scholarship coverage, those earning between $100,000-$125,000 will receive 75% coverage, those earning between $125,000-$150,000 will receive 50% coverage, and those earning over $150,000 will receive no scholarship. The bill also maintains existing eligibility requirements such as completing the Free Application for Federal Student Aid (FAFSA), being enrolled in at least one credit per semester, and meeting academic progress standards. For the 2024-2027 academic years, if funds remain after primary scholarships are awarded, supplemental grants of up to 50% of a student's potential Pell grant may be available. Additionally, public postsecondary institutions and Tribal colleges must continue to provide student-level data on these awards to the Office of Higher Education.
