This bill provides a one-time appropriation of $1,936,000 from the health care access fund to the commissioner of human services for grants to navigator organizations in Minnesota. Navigators are individuals or organizations that help people understand and enroll in health insurance plans, specifically through MNsure (Minnesota's health insurance marketplace). The grants will be distributed proportionally based on the number of successful Medical Assistance and MinnesotaCare enrollments each navigator organization facilitated during the second quarter of fiscal year 2025, as determined by MNsure's existing navigator payment process. To be eligible, organizations must have an active MNsure grant services navigator assister contract at the time of the bill's enactment. The appropriated funds will be available until June 30, 2027, providing financial support to organizations that help residents access health insurance coverage.
