Additionally, the bill creates a local business construction impacts assistance program, administered by the commissioner, which provides financial assistance to eligible small businesses (with two or fewer retail locations) experiencing extensive construction impacts lasting at least 60 days. Eligible businesses can receive up to $30,000 in assistance, with road authorities allocating one percent of the project's total cost to fund these payments. The program aims to help businesses survive potential revenue losses during significant transportation infrastructure projects, and will apply to construction projects starting on or after October 1, 2026.
