This bill provides funding and authorizes bond issuance for the reconstruction of the interchange at Trunk Highway 13 and Nicollet Avenue in Burnsville, Minnesota. The bill appropriates a total of $44.5 million ($22.25 million from general obligation bonds and $22.25 million from trunk highway bonds) to the commissioner of transportation for the project. The funds will be used for predesign, right-of-way acquisition, design, engineering, and construction of grade separation and other capacity and safety improvements at the interchange. The commissioner of management and budget is authorized to sell and issue state bonds to provide the funding, following specific state statutes and constitutional guidelines. The bond proceeds will be used to support different portions of the project eligible for general obligation and trunk highway funds, with the trunk highway bond proceeds to be deposited into the bond proceeds account in the trunk highway fund.
