This bill creates a distinctive license plate specifically for licensed mental health counselors (MHCs) in New York State. The plate will feature the letters "MHC" and can only be issued to currently licensed mental health counselors residing in New York. The plate will be available upon request and requires the applicant to verify their licensure status annually. To obtain the plate, counselors must pay the standard vehicle registration fee plus an additional $25 annual service charge. The Department of Motor Vehicles may also add up to $15 to this fee to cover plate development, production, advertising, and marketing costs. The bill includes a provision that requires a $6,000 surety bond for plate production unless at least 200 pre-orders are received. If fewer than 200 plates are sold within two years, the department can recover a proportionate amount from the bond. The new license plate option will become available 180 days after the bill becomes law, giving the state time to prepare for implementation.
