This bill establishes a new distinctive "The Westchester Way" license plate for New York state residents, which can be obtained by paying the standard registration fee plus an additional $25 annual service charge. The $25 fee will be split, with the first $6,000 going to the Department of Motor Vehicles distinctive plate development fund to cover production and marketing costs, and any amount over $6,000 deposited into a new special fund called "The New York state 'The Westchester Way' fund". This new fund will be used exclusively to support tourism promotion projects in Westchester County. The license plate's design will be developed by the DMV in cooperation with the Westchester County Office of Tourism and will feature "The Westchester Way" logo. Before the plates can be produced, the bill requires either a $6,000 surety bond or pre-orders from at least 200 interested residents. The designated local tourism promotion entity will be responsible for developing an annual tourism promotion plan, which must be approved by the state's Department of Economic Development and cannot duplicate existing tourism promotion efforts. The bill will take effect 180 days after becoming law, with some provisions taking effect immediately.
