This bill modifies the composition and appointment process for the Brunswick and Glynn County Development Authority's board of governors. The board will continue to have five members, with four members (Seats 1-4) appointed jointly by Glynn County and the City of Brunswick through a collaborative process where the development authority initially proposes candidates, and the two governing bodies must jointly approve them. The fifth seat will be filled by either the chairperson or vice-chairperson of the Glynn County Board of Commissioners, who will be appointed annually for up to four successive one-year terms. Current board members will have staggered term expirations between 2026 and 2029, with members eligible to serve up to two successive four-year terms. The bill also establishes detailed provisions for member qualifications, including requiring all members (except the fifth seat) to be Glynn County residents and taxpayers, and prohibiting most members from being county or city employees. Additionally, the bill includes a robust removal process for board members, allowing removal for cause with a unanimous vote of the remaining board members after a hearing, and establishes that any member removed would be permanently ineligible for reappointment. The new appointment and governance rules will take effect on July 1, 2025.
