AI Summary
This bill provides a specific property tax exemption for homeowners in the City of Dublin independent school district. The exemption will apply to educational ad valorem taxes for tax years 2026 through 2030, and allows homeowners to reduce their taxable property value by the difference between the current year's assessed value and a base year assessed value. The base year value can increase annually by up to 20 percent, and the exemption will be automatically renewed each year as long as the homeowner continues to occupy the property. Importantly, the exemption will only take effect if approved by a majority vote in a special election to be held in November 2025, and it requires a two-thirds majority vote in both the Georgia Senate and House of Representatives to become law. The exemption is transferable to a surviving spouse who continues to live in the home and is in addition to other existing homestead exemptions, with some limitations. Homeowners must apply initially for the exemption, after which it will be automatically renewed, and they are required to notify the city if they become ineligible. The bill is specifically designed to provide tax relief for homeowners in the Dublin independent school district while ensuring a transparent and democratic process for its implementation.
