This bill amends the existing law to enhance the annual reporting requirements for the Division of Minority and Women's Business Development (DMWBD). Specifically, the bill requires the DMWBD's annual report to include more detailed information about business certifications, such as the number of new certification and recertification applications, the number of applications approved and denied, the average processing time for certifications, and the specific basis for any denials. Additionally, the bill mandates that this information be categorized by minority group and gender. The report must also now include specific details about contracts, including whether they are for goods or services, the type of certified business (minority-owned or women-owned) that was awarded the contract, the name and address of prime contractors and subcontractors, and the dollar value of each contract. These expanded reporting requirements aim to provide more comprehensive transparency about minority and women-owned business participation in state contracting and to help evaluate the effectiveness of efforts to promote such businesses. The bill will take effect immediately upon passage.
