This resolution directs the Delaware Sustainable Energy Utility (DESEU) to conduct a comprehensive study and pilot program on energy storage systems (ESS) in Delaware, which are technologies that store electricity for later use, such as batteries or compressed air systems. The resolution requires all electric public utilities in Delaware to participate in a detailed assessment of the costs and benefits of ESS, both for grid-connected (in front of the meter) and on-site (behind the meter) applications. The study will explore various aspects including regulatory issues, potential demand reduction, infrastructure investment deferral, renewable energy integration, grid service values, community impacts, and market-based incentives. Additionally, the DESEU is mandated to work with Delmarva Power & Light Company, the Delaware Municipal Electric Corporation, the Delaware Electric Cooperative, and an independent power producer to develop and deploy at least one battery storage pilot project, with the DESEU providing guidance and funding. The resolution requires a preliminary status report by December 31, 2025, and a comprehensive final report by June 1, 2026, detailing the study's findings and potential future energy storage deployment in Delaware, with the ultimate goals of enhancing grid reliability, reducing electricity costs, and promoting economic development through innovative energy technologies.
