This bill directs the New York State Commissioner of Education to establish a statewide pilot program focused on improving social and emotional learning (SEL) in schools, with mandatory participation from every school system or district, which must implement the program in at least one school within twelve months of the act's effective date. The pilot program must be administered through a contract with a community-based organization that meets specific criteria, including using a proven SEL curriculum that has been successfully tested in rural and urban schools, includes a volunteerism component, is recognized by national educational and substance abuse prevention organizations, and targets students from pre-kindergarten through 12th grade. The selected organization must utilize social cognitive approaches to develop students' social-emotional competencies, citizenship skills, and positive character, using a learning model that incorporates inquiry, presentation, discussion, group work, service-learning, and reflection. The Department of Education is required to evaluate the pilot program and submit a final report to the governor and legislature by July 15, 2029, with funding to be provided through state appropriations. The act will take effect immediately but is set to expire and be repealed on August 1, 2029.
