This bill amends the existing law regarding Community Infrastructure Districts (CIDs) to expand the conditions under which a CID can be formed. Currently, a CID can only be created by a city within its incorporated area or by a county within a city's comprehensive plan with the city's consent. The bill adds a new provision allowing a county to form a CID even when the district is outside of a city's comprehensive plan. This change provides counties with more flexibility in establishing CIDs, which are financial mechanisms designed to fund and construct regional infrastructure in advance of development. The bill maintains existing requirements that CID formation must undergo prior review and approval by the governing bodies of counties or cities where the district is proposed, and that development within the district remains subject to existing planning and zoning regulations. The bill also makes a minor technical correction to the phrase describing how the act may be cited, changing "shall be known" to "may be cited." The legislation will take effect on July 1, 2025, and is being implemented with an emergency clause to emphasize its immediate importance.
