This bill requires insurance companies and health corporations that offer Medicare supplemental insurance policies (also known as Medigap policies) to provide specific written notifications to "closed block members" - policyholders who are part of an insurance plan that is no longer accepting new customers but continues to renew existing policies. When these insurers are renewing a policy or notifying a policyholder about changes in premiums or benefits, they must inform the member in writing about two key things: (1) the ability to purchase a different policy without a pre-existing condition waiting period, provided the policyholder has maintained continuous coverage for the previous six months, and (2) the availability of other policies offered by the same insurer that provide similar benefits at a lower premium. The notification must also include a toll-free telephone number and internet website where the member can find information about similar policies from other insurers or health organizations. The bill applies to all policies issued, renewed, modified, or altered on or after January 1st following the bill's enactment, and aims to provide more transparency and options for Medicare supplemental insurance policyholders.
